The Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act (ESEA), is designed to provide funding to schools based on the percentage of students from low-income households. Title I funds are used to support all Bloomington District 87 schools. 

Title funds are used to hire academic interventionists, kindergarten paraprofessionals (in identified schools), and family facilitators. A portion of TItle funds are set aside to provide quality professional development for staff and to provide school supplies for homeless, delinquent, and neglected students.
